The minimum runable level on Oakland gauge is 2.6' to run Swallow Falls
A better gauge to use is either the green painted gauge on Sang run bridge (1.6' to 2.4')before a dam release, or
use the Hoyes Run Gauge

Hoyes is at the outflow of Deep Creek Dam, but subtract ~630 CFS if there is a dam release, or
Use Friendsville Gauge which should be between (2.9' - 3.6') before a release
